Haringey Council: 'Proposed waste facilities' (from a Freedom of Information Act response)


Information on sites for disposal of domestic waste

As you may be aware, Haringey Council is involved in preparing a Joint Waste Plan, together with the six other boroughs within the North London Waste Disposal Authority (NLWA) area, in their capacity as planning authorities (Camden, Islington, Hackney, Barnet, Enfield and Waltham Forest).

The North London Waste Plan (NLWP) includes overarching policies on waste planning and identifies sites for future waste management facilities.

The NLWP has been through a number of stages of preparatory work and consultation since 2008. The latest version of the plan is the proposed ‘Submission Draft’ which was considered by Haringey’s Cabinet on February 8th 2011. The Submission Draft and Cabinet report on the draft, as well as the minutes to the meeting are publicly available on the Council’s website:

The proposed Submission Draft supersedes the previous ‘Preferred Options’ version of the plan and includes three sites (replacing the list of 10 potential new sites in the preferred options report): Edmonton EcoPark in Enfield, Pinkham Way in Haringey and Geron Way in Barnet. The Submission Draft contains information on the sites identified in the North London Waste Plan in terms of location, size, current use, ownership, possible future use and timescales, as set out below for your convenience (taken from section 6). Edmonton EcoPark

Location: Advent Way N18

Size: 15 hectares

Current use: Waste site

Ownership: London Waste Ltd / North London Waste Authority

Expectations of particular waste use possibilities or probabilities: General waste use

Timescales for use: The North London Waste Authority in its Outline Business Case identifies the initial development of this site within the period 2012 to 2017. The site occupied by the current incinerator is likely to become available in the period 2022 to 2026

Friern Barnet former sewage treatment works

Location: Pinkham Way N10

Size: 5.93 hectares

Current use: Vacant former sewage treatment works

Ownership: London Borough of Barnet/North London Waste Authority

Expectations of particular waste use possibilities or probabilities: North London Waste Authority (NLWA), with the London Borough of Barnet, is currently preparing a planning application for development of Pinkham Way as a waste management facility for the NLWA, and a refuse and recycling collection and passenger transport depot for the London Borough of Barnet.

Timescales for use: The Outline Business Case of the North London Waste Authority shows the development of this site within the period 2012 to 2017.

Edgware Road/Geron Way

Location: Edgware Road/Geron Way NW2

Size: 3.15 hectares

Current use: Retail warehouse

Ownership: Bestway/ Network Rail/ Hammerson

Expectations of particular waste use possibilities or probabilities: General waste use

Timescales for use: Phasing in the Outline Business Case of the North London Waste Authority shows that this site is developed in the first five year period of the plan 2012 to 2017

Pre-application public consultation for Pinkham Way

In terms of the recent pre-application public planning consultation relating to Pinkham Way, it is important to point out that, although the site is within the LB Haringey’s borders, ownership of the site rested with LB Barnet until the recent sale of the majority of the land to NLWA, which was finalised in early February.

The planning application will therefore be submitted by NLWA and LB Barnet to LB Haringey, as the planning authority, and Haringey Council will consider the application independently of our being a constituent borough of the NLWA. [our emphasis.]

Once the planning application is submitted, Haringey Council will conduct its own public consultation on the proposals, which will provide an opportunity for local residents and businesses to comment, question and provide feedback to Haringey Council on the proposals. However, consultation at the present, pre-application stage is a matter for NLWA and LB Barnet to arrange, as the applicants, and as such has not involved Haringey Council.

As requested, the details of NLWA’s and LB Barnet’s pre-application planning public consultation exercise in Haringey, as provided to us by NLWA, is set out below.

- Delivery of leaflets to over 11,000 addresses within 1km of the site, including households in Haringey (copy attached);

- Three public exhibition events open to all local residents were held at Hollickwood Primary School, Sydney Road, N10 and St Paul's Parish Hall, High Road, N11. These were advertised on NLWA’s and LB Barnet’s websites, as well as through an advertisement appearing in the following media:
  • Haringey Advertiser
  • Enfield Advertiser (includes Edmonton Advertiser & Herald and Winchmore Advertiser & Herald)
  • East Barnet Press & Advertiser (includes Barnet & Potters Bar Press, Hendon Finchley Press and Edgware & Mill Hill Press)

- A press briefing was provided on 7 February 2011, which also included details of when the exhibitions were taking place;

- Letters from NLWA were issued by email and post in late January and early February 2011, notifying local councillors, MPs and local residents associations of the pre-application exhibitions.

NLWA has informed Haringey that the cost of the pre-application consultation to NLWA has been £4,500, excluding officer time.
