"We're fielding increasing expressions of concern in Bowes re: the NLWA project.

"Some are based on an error that we can simply dispel - there is no incinerator - but others are entirely valid, particularly worries about added traffic on the North Circular having a negative impact on air quality.

"... if we can reduce [packaging] there will be a lesser need in the future for sites like Pinkham Way. Addressing the symptom of a problem is fine, but attacking the root cause is even better."
