"Darren Johnson AM has received the answers to the written questions that he submitted to the Mayor of London, Boris Johnson, at the last Mayor's Question Time."
(1) Proposed waste plant at Pinkham Way, Haringey
Question No: 1705 / 2011
Question by Darren Johnson AM
"Will the North London Waste Authority’s proposed waste plant at Pinkham Way, Haringey, be eligible for any funds from the London Green Fund, London Waste and Recycling Board, LDA/GLA or European environmental programmes?"
Written response from the Mayor of London, Boris Johnson
"The London Green Fund and the London Waste and Recycling Board are the two main London government funding sources for waste infrastructure. It is too early to tell if the Pinkham Way plant would be eligible for investment, because the project proposals are only at outline stage.
"If, in the development of detailed proposals, the North London Waste Authority would like to explore investment from these sources, it would need to view the various criteria applied by them at that time, to judge eligibility."
(2) Siting of new waste plants
Question No: 1706 / 2011
Question by Darren Johnson AM
"What planning or other technical guidance is available, to assist the boroughs in assessing where London’s new generation of waste plants should be sited? In particular, what type of waste plants should be located in strategic industrial sites, and what plants are acceptable nearer to homes and schools?
"If no such guidance exists, will you consider providing it, so as to ensure that London’s new waste infrastructure can be created as quickly as possible, but without harming London’s communities and neighbourhoods?
Written response from the Mayor of London, Boris Johnson
"When preparing my new London Plan, we listened carefully to the views of the London boroughs on this issue. The consensus was that they didn’t want the Plan to specify the level of detail that you are asking for, rather that it should provide guidance on strategic London-wide waste planning issues – such as the amount of waste to plan for, and broad locations for waste management facilities.
"The Plan makes clear, for example, that designated strategic industrial locations are potentially suitable for waste management uses.
"I support this approach. This is an issue where local factors are likely to be of overriding importance. Boroughs will have the detailed knowledge of these, required to deal with these applications, and I do not think London-wide guidance would add any value.
"Consequently, my emerging London Plan calls upon the boroughs themselves to identify suitable sites, and assess how many, and what type of, waste processing facilities are required, to meet their apportionments."
(3) Air pollution monitoring station review
Question No: 1692 / 2011
Question by Darren Johnson AM
"Will you ask DEFRA, as part of their review of air pollution monitoring sites in London, to include the junction of the North Circular and Colney Hatch Lane, along with an additional site on the North Circular near to the proposed Pinkham Way waste site?
Written response from the Mayor of London, Boris Johnson
"The Government is formally responsible for assessing compliance with EU limit values and the EU Air Quality Directive, through their ARUN monitoring sites, and reporting this to the European Commission.
